Boards and CommissionsThere are many boards and commissions working for our city. Following is a list of these boards and commissions along with a brief description of their purpose. Click the arrow to the right of each to get more information, including schedules, agendas, and minutes. The City Planning Commission is an eleven member board whose primary job is to make recommendations to the Mayor and City Council concerning the policies relating to land use, development, and planning within the communitydev. The Zoning Board of Adjustment is a five member board which serves as an appeal body concerning zoning decisions. The Historic Preservation Commission is a seven member board which works towards the promotion and protection of landmark sites and historic districts in Council Bluffs. The Community Development Advisory Committee is a seven member board that serves as a forum for receiving public comments and providing information to the public on the preparation, implementation, and evaluation of the City's community development programs, in particular the Community Development Block Grant and HOME Investment Partnership Act Programs. The Enterprise Zone Commission consists of nine members who serve three-year terms. The Commission meets on an as needed basis and reviews whether a business or housing project is eligible or not to receive the state enterprise zone incentives. This commission is made up of seven members from the city. General Contractor's Board of Peers consisting of members who are registered General Contractors in order to hear testimony and decide if or not the revocation of the registration of a General Contractor shall occur. In order to hear and decide appeals of orders, decisions or determinations made by the Building Official relative to the application and interpretation of this code, there shall be and is hereby created a Building Board of Appeals consisting of members who are qualified by experience and training to pass on matters pertaining to building construction and who are not employees of this jurisdiction. The Plumbing Board of Appeals will hear and decide on appeals of orders, decisions or determinations made by the Administrative Authority relative to the application and interpretations of this code. The Electrical Board of Appeals shall be appointed by the mayor with the approval of the city council. The board shall adopt rules of procedure for conducting its business and shall render all decisions and findings in writing to the appellant with a duplicate copy to the electrical official. Board of Appeals consisting of five members who are qualified by experience and training to pass upon matters pertaining to mechanical design, construction and maintenance and the public health aspects of mechanical systems, and who are not employees of the jurisdiction. The board shall consist of five members to be appointed by the mayor or his/her designee, each to be appointed for a term of five years, excepting that when the board is first created, one member shall be appointed for a term of five years, one member shall be appointed for a term of four years, one member shall be appointed for a term of three years, one member shall be appointed for a term of two years, and one member shall be appointed for a term of one year. Members of the city board are appointed by the Mayor. This commision consists of nine members appointed by the Mayor to secure freedom from discrimination for all individuals within its jurisdiction Appointed by the Mayor, this five-member board carries out the wishes of the late General Grenville Dodge.
