The Council Bluffs Recycling Center recycles tires for a fee of $0.10 per pound, with or without rims. If Recycling Center staff has to stack the tires, the charge increases to $0.20 per pound. 

As a reference, an average car tire is 14-inches and costs approximately $2.00 to recycle, without a rim.
