To preserve the existing housing stock and stabilize residential neighborhoods, Community Development offers a Safe Housing Program for homeowners. This program is intended to provide immediate repair and correction of hazardous housing conditions, which represent a threat to the health, safety, and well-being of the occupants.

Affected Properties Home Improvement Program
Homeowners within specific areas identified by the City of Council Bluffs Community Development Department may be eligible for the Affected Properties Home Improvement Program. This program helps with the financial burden of renovating your property, with an emphasis on exterior repairs and replacements.
