The Council Bluffs Police Department has 10 crisis negotiators available to assist with all types of calls. The team consists of a team commander, two leaders and seven members who have attended many hours of specialized training in crisis resolution. Each member is cross trained in all duties of their trade, so anyone can perform any task.
Crisis negotiators may respond to routine calls for service where a citizen is having a mental crisis. Negotiators are often tasked with talking with persons actively contemplating suicide. The Crisis negotiators are also called to assist the Emergency Services Team in negotiating with persons who are refusing to surrender to persons barricaded with hostages.
